The Timeline

The following is derived from video and audio video (see accompanying compilation and information obtained from witnesses, whose names will not be mentioned. The times relate to the time stamps in the compilation.

A. Start - 0:00 seconds (9:09 PM).

• Mathios (Matt) is seen walking along Fraser Way.

B. At 0:58 seconds (9:10:50pm)

• Mathios approaches a household (witnesses) to ask for help.

C. At 2 minutes 18 seconds, (9:11pm)

• Mathios continues to walk along Fraser Way and begins to speak on the phone. At this time, he is speaking to his common-law spouse and mother of his child, Jada.

D. At 6 minutes (9:19pm)

• At this time, he was talking on the phone with his mother

• (At 8 minutes 8 seconds into the video clip, at 9:21pm, Mathios calls Jada, but she misses his call).

E. 6 minutes 24 seconds (9:21pm)

• Subject officer pulls up and parks on side of Fraser Way just before a resident’s house, no emergency lights activated

• Youths are  playing basketball outside

Note: from 9:09PM to 9:22PM, Matt is walking around, making calls. Nothing abnormal.

F. 7 minutes, 57 seconds (9:22:36; 38pm)

• Subject officer (SO) advances his vehicle towards Mathios and activates his emergency lights. If he called for backup due to a perceived risk, he did not wait. As the SO vehicle approached Matt, Matt, while walking toward the SO and looking in the direction of the SO, raised his hands briefly in the SO’s direction and then put them back down to his side. He may have been waving at the SO.

G. 8 minutes, 4 seconds (9:22:44pm)

• While the SO was bringing his vehicle to a stop, he opened his door and immediately, once it stopped, steps out of his vehicle

• The SO did not ever use the open door or any part of the vehicle to shield himself, nor did he attempt to get back in the vehicle.

H. 9 minutes, 18 seconds (9:22:58pm – 9:23)

• As the SO was exiting his vehicle, Matt reached into his right pocket and takes out a pocket knife, opened it and held it in his raised right hand, showing it to the SO, with both hands raised in the surrender position. The family has no information about the reason for Matt doing that with the knife but does know he used and carried it for lawful purposes and not as a weapon. . 

• At this, the SO immediately drew his pistol and pointed it at Matt

I. 10 minutes and 51 seconds (9:23:44PM)

• It appears Matt is asking, “What?” to the SO and stepped a little closer to the SO, who was approximately 30 feet away.

J. 9:22:50

• Matt tilts his head back, with his hands up and then changes the way he is holding the knife by then dangling it from his hand and he takes 2 small steps forward. It appears he may have been shot or shot at then.

K. 10 minutes and 51 seconds (9:23:44pm)

• Matt takes 1 small step forward and the SO shoots Matt. His  upper shirt back billows from the bullet exiting his body.(at 11 minutes and 28 seconds in the video, a close up of the shooting and shirt billowing is shown).

• Matt drops the pocketknife he had in his hand and appears to be driven backward by the impact of the bullet

• Matt takes a few small steps forward, walking over the knife, with open-palmed hands appearing to gesture, “Why?” His palms were still in the surrender position.

L. 11 minutes in (9:23:53PM)

• SO shoots Mathios again.

• Mathios looks down at his shirt, where he is bleeding, and begins to lower himself to the ground

M. 12 minutes and 12 seconds in (a replay of the previous clip, zoomed in)

• The SO fires at Matt again, even though Matt is seen looking down at the blood on his shirt. You can see the recoil, puff of smoke and casing eject to the right, it is not clear whether Matt was hit by this shot. Matt collapses to the ground and is lying on his back.

• Note, a witness who has heard an audio recording states there were 3 shots, followed by a loud scream, followed by a pause and then a fourth shot, and then another scream.

N. 12 minutes and 33 seconds

• Mathios is squirming on the ground, and the subject officer  just stands there, with his gun pointed at Matt, doing nothing to assist Matt.

O. 13 minutes and 51 seconds (9:25:30PM)

Two other officers show up and appear to check on the SO. P. 14 minutes and 25 seconds in (9:26:04pm)

• All 3 officers approach Matt.

• Subject officer is still pointing his gun at Matt and another officer is pointing a taser

Q. 14 minutes and 31 seconds (9:26:09pm)

• An officer proceeds to flip over Matt’s body so it is prone and handcuffs his hands behind his back.

• Many more officers show up to the scene. One is a Tactical or Canine officer, in an unmarked vehicle, dressed in camouflage. 

• His body was then flipped to his side and they appear to uncuff Matt. The Tactical/Canine officer has a look and immediately goes to his vehicle and comes back with first aid equipment, He appears to take charge. It is understood that every other officer there had access to such equipment.

• It appears CPR was not performed

• His clothing was then removed

Note: from 9:24pm to 9:26pm, Matt was left on the ground with no first aid.

R. 17 minutes and 30 seconds (9:32pm)

• EMS arrives

• There appears to be no urgency to leave the scene right away to go to a hospital

T. 22 minutes, 35 seconds (9:52PM)

• EMS leave with Matt’s body, again with no urgency and the police begin to clear the scene

Note: the time from when Matt was shot down, to the time EMS left with his body, was 28 minutes.
